The Role of Foreign Authorities in the Property Relations of the Khakas in 1822–1913 (a Historical Aspect)

Abstract

The article is about the pre-revolutionary local authorities, which solved legal questions about the property of the indigenous people in the south of Yenisei Siberia. Data from the State Archive of the Krasnoyarsk Territory and the National Archive of the Republic of Khakassia (Russia) are the scientific basis of this study. First, contractual relations between representatives of the Khakass and Russian population were formalized in the Khakass «steppe dumas» and «foreign governments». At the same time, there were no cases of property documents in which the parties, mediators and witnesses were only Khakas. Secondly, contracts for the hiring and transportation of goods, horse notes, spiritual testaments and real estate contracts have confirmed national peculiarities in the life and lifestyle of the Khakas of pre-revolutionary Russia. Third, peasants and clergymen bought cheap child labor and adult labor of foreigners. These contracts were executed by foreign governments. Fourth, the “steppe dumas” certified horse notes on the rental and sale of horses. Their design prevented popular horse theft. Fifth, the indigenous population is involved in the system of developed economic relations. For example, the transportation of goods was an important niche of the Khakas economic activities in the XIX century. The article confirmed the conclusion about the multifunctional authorities of the local Khakass authorities. The data proved the “protonotary functions” of “steppe dumas” and “foreign governments” from 1822 until 1913.
