The article shows the documents of local governments of Minusinsk and Achinsk indigenous people of the Yenisei region (since 1917 – the Khakasses), compiled in accordance with “The Code of Indigenous Administration” (1822). Based on the Code there were formed several Steppe Dumas such as Kachinskaya, Koybalskaya, Kyzylskaya and Soedinennaya of different groups of people. This has helped to indigenous people to control social regulations by the rules of common law. In this regard, the article examines judicial activity of local governments in divorce cases and property disputes. Based on the documents from the National Archives of the Republic of Khakassia, main reasons of property disputes in divorce cases and its ways of resolution are shown. Moreover, the authors, taking into consideration the archival materials, investigate the evolution of integration of nomadic people into the Russian State.
