The poorly studied archival documents of the R-393 Foundation “People's Commissariat of Internal Affairs of the RSFSR (NKVD RSFSR)” of the State Archive of the Russian Federation for the first time study the issue of the staff of volost executive committees at the village councils of the Irkutsk and Yenisei provinces of the first half of the 1920s. By means of the analysis of statistical reports, lists, memos, service letters, orders, decisions, instructions, orders of the department of the NKVD of the RSFSR, this article presents the characteristics of informational, analytical, informational, administrative and legal documentation in the context of the historical coverage of the social and professional image of local civil servants in the early years of Soviet power.
