Mechanisms for Cooperation between the Republic of Serbia
and the European Union in Higher Education and Research
(2005–2025)

Abstract
The article aims to identify why cooperation between the Republic of Serbia and the European Union in higher education and research maintain their positive dynamics despite the fact that
political relations between two actors experienced rapid deterioration after 2022. To achieve this goal,
it focuses on the main mechanisms that promote EU-Serbia cooperation in this sphere. The authors
argue that the steady and progressive development of relations between Serbia and the European
Union in higher education and research can be explained by the low level of politicization of the
sphere under study and by the pragmatic, non-antagonistic interests pursued by both actor
