Governance in Siberia in the XIXth Century: Whether by the Person and/or the System

Abstract
The article analyzes recent studies, undertaken by Irkutsk historians, on Siberian reforms by M. M. Speransky and their influence on political development of the region. The author concludes that the studies substantially contributed to the historiography of the problem. Main statements on the legislation that regulated social relations was systematized and codified in the course of reforms are confirmed. The reform regulated for a long time legal status of the governorate as a part of Russian Empire. The successors of M. M. Speransky implemented the policy aimed at incorporation of the region in imperial expanse and strengthening geopolitical position of Russia on its eastern frontiers.
