Abstract
The monograph is devoted to actual research topic – the problems of formation and development of local government in the 19th – beginning of 20th century. The research includes analysis of the source base, study of the history of local government in the Russian historiography from fragmentary travelers messages till research works of the Soviet period, the analysis indigenous question of imperial and local law, the research of local Buryats government, social charity.
