Abstract

The article explores regional motives in the «Siberian Institution» of M. M. Speransky. Furthermore the imperial policy in the second half of the XIXth – the early XXth c. is assessed as the development of centralization and unification that is proved by the review of Acts of state service, organization of peasant government, land tenure.
