Organizational and Legal Features of the Provincial Government in Siberia in the XVIII Century

Abstract

Based on the pre-revolutionary legislation the article comprehensively considers organizational and legal features of provincial government in Siberia in the pre-revolutionary period. Researching of the forgotten traditions of public administration allows to take greater account of historical experience that has been accumulated over the centuries. We also need to take a look at already known facts and events in the light of today's realities. This approach may overcome the old myths and misconceptions and also prevent the birth of new ones. Author concluded that the powers of the administrative bodies in the region had their own specifics and were much broader than in the center of the country. Since its establishment, provincial boards have become the central organs of the provincial executive power, and their powers have always been defined as “police in the highest sense”.
