Trends in the Formation of Educational Institutions as a Factor in Consolidating the Presence of the Ministry of Public Education in the Territory of Western Siberia in the Period of Lack of Sustainable Educational Space

Abstract

Among indicators of a region’s incorporation in the national space is the existence of a sustainable educational space, within which the necessary level of conformity between administrative-territorial and departmental boundaries can be achieved. Before West Siberian Educational District was established in 1885, the control area of the Ministry of Public Education was not permanent, due to frequent administrative and territorial reforms within the framework of frontier modernization. The paper aims at demonstrating the trends in the formation of institutions under the Ministry of Public Education in Western Siberia within the process of forming its administrative and territorial space. One can distinguish four periods of the educational ministry’s actively pursuing a policy of strengthening its presence in the region through the establishment of educational institutions (1796–1804, 1804–1822, 1822–1838, 1838–1882). These four correspond to the periods when relatively stable administrative-territorial entities existed.
